Are you getting any error dialog when launching Camera Raw from Bridge or Photoshop?
Also, when did you start to observe this issue ? (i.e. after an update, randomly, etc ).Regards,

Issue was coming due to corruption in cache folder, resetting the cache resolved the issue for user.

With the latest release i.e. 14.0.0 we have fixed the one last content tab to window.
What that means :
1. you wont be able to undock or close last remaining content panel. If there are more then one content panels, then leaving one all others can be undocked or closed.
2. For Secondary Windows, you wont be able to undock any content panel.Regards,

What is this ACR version on your machine ?
There was an issue with ACR version 15.5.0 with preferences which has been resolved in release ACR 15.5.1 .
Please update if you are using 15.5.0.
