I found out that this issue is even worse !
When I drag a file with a question mark in its name into the Bridge window, it chops its name and refuses to move the original file, effectively creating a new file with a clipped name in the folder. When files with question marks already reside in a folder, or when I drag the file into the Finder's folder, it moves and appears correctly.
BTW: I'm using Sonoma 14.5 by now.

It's still not responding at certain moments. E.g. after closing the final window, the command works (looks black) but the Cmd+N indicator doesn't (looks grayed out). When there's another window already open, the shortcut works, although the Cmd+N indicator itself still looks grayed out.

I'm sorry, I haven't been responding to your reactions, lately.
But... Excuse me: this is just STUPID ! It's lacking any interface !
How long has this feature been there ?? It's completely undiscoverable. You can't expect users to try clicking/dragging any empty space, to find out if it performs some kind of function. Please offer a decent clue, like an icon we all understand (e.g. enclosed image).
