I'm also having this issue. Regardless of the settings I change, there is no difference in file size (Windows 10).
I currently use Lightroom Classic to process lots of images stored on a server, and am keen to move to a simpler option being Bridge (as Lightroom is overkill with the volume of photos I have synced to it).
Bridge's primary export / workflow option is limiting this ability.
Bridge Export seems to work getting images down to under 500kb which is our ideal settings (100 dpi / 2000px long edge), but you can't append anything to a filename using Export (we add 'LowRes' to everything we export).
Workflow works perfectly for appending filenames, but regardless of settings used, the file sizes stay way too big (ie a few MB) with even very low settings.
